Membership Feature Request

I am not sure if this is possible but it would be great if we can limit a user's ability to post video comments and use video in the chat rooms by membership type.  I would like to allow some users to use chat text but not video text.  This way I can promote video enhancements as a paid member but still allow regular members to text chat and get hooked on the feature.
