Membership Level Select on Join

Ok, I started with a full head of hair, but now im down to 3 strands. I have set up a "premium" membership level, turned off free mode, and on the join form it does not give them a selection for which membership standard or premium. What am i missing?

ok first login admin, once your at the dash board, >>click users>>>members>> click the number next to the members user name>>> at the top says>>>admin control...click set membership...choose..DONE! yay!

Yes I know that, I want them to be able to sign up for a membership level on join though. It is self defeating if i have to monitor every member and change them.
