MySQL error question (not a dolphin bug)

My provider upgraded my cpanel on my machine and since then everytime dolphin access mysql I get this error:  Mysql error:
Can't create/write to file '/tmp/#sql_97c_0.MYI' (Errcode: 13)

I tried to change permissions in the site's tmp folder to no avial.  Is the tmp file referenced above the root tmp file or a MySQL tmp file?  Any suggestions would be useful thank you!

Thanks for the info Kane.  It didn't work, whatever my hosting company did when they upgraded the server royally screwed mysql and they just got it working again.
