If I recall correctly, this should be done in php.ini file. |

nope i did save it as php.ini and loaded in to same folder as public_html |

k thanks for the advice and help, just thought it was hiding in the admin area somewhere like it used to be in d6.1x in advanced setting you could put in max file upload size.... oh well |
