PHP Errors, Upload Slow, Video Processing... ect..

I am having a number of problems.  I'm hoping someone can help.

The first is a php problem:

Software requirements

• PHP: 5.2.17 - OK
• disable_functions = dl - FAIL (must be = )

I copied the above from my Host Tools.  How do I fix that?

Second is that when I try to upload mp3's to the site it is incredibly slow OR doesn't upload at all.

The third thing is the video processing.  I processes forever.

I need to know how to fix these problems.  I searched the forums, nothing. I've asked before and some broken record could only tell me, "It's broken."

Well no duh it's broken, that might be why it doesn't work? 

Please, someone, tell me how to fix it.

if you can edit config. Edit php config and empty the disable_functions

but i don't think dl is needed so you can leave it as it is.

Slow uploads can be because of many reason like connectivity and connection speed

Check your cron and you have ffmpeg?
