PLease help

I am trying to install Dolphin and for some reason I keep getting this issue

Can someone please tell me how to correct this problem. I have tried everything I could think of. Thanks in advance 

Failed to open because of permision sounds like a chmod settings or permisions settings. Try changing permision settings for the folder that holds that file to 777.

Now I am getting this

Fatal error: Allowed memory size of 16777216 bytes exhausted (tried to allocate 19456 bytes) in /home/westho86/public_html/houstonnightlifedating/ray/modules/global/inc/header.inc.php on line 18
