not sure what the reference is to "all setting and date"?
if you are moving from a cpanel environment to a plesk environment, first all good luck with that. what you need to do is backup your files, on cPanel, there should be an option in file manager where you can compress your file structure, compress the files, and download them to your local drive. since you are going from shared to shared, there is not really any other way to accomplish this, however, you can once you have your files zipped, ask the hosting company that you are moving to, to do a wget on the zip file and pull it over for you, that would be way quicker than you downloading and uploading those files.
now with the database, you will need to go to your cPanel account, phpmyadmin, and select the database that is running your site, and use the export tab to export your database. you will be prompted to save the database, there are several different format options on there, i.e. zip, none, i tend to use the zip, but it is not really required, but that would depend on the size of your database.
the other thing you would need to know is that be default phpmyadmin has a 50mb limit. supposedly you can allow interruptions on the import, but sometimes that doesnt work either. so if your database is >50mb you may need to get the hosting service that you are moving to to help you get moved.
i would get moved, then worry about the update of the application. you are going to face enough bumps just moving from plesk to cpanel, that you dont need to add any immediate hurdles.
as a precaution, your cron jobs are completely different on a plesk environment, and if you are moving to a shared plesk environment, you need to make sure the server configuration is going to carry the dolphin application. insomuch as allowing exe's, and also, mysqli, and the several other server requirements that will need to be met in order to run dolphin on a shared platform.
