Prime license API function?

If I buy the Prime license, does I have the API function?

For example, Website A and website B, A is build used Dolphin Prime license.

Do I can make A's user login B directly?

there is no API, each instance is separate, you can install two file sets and hook to one database, that has been written here before how to achieve that. 

prime is a single license with mobile solution licenses, so you would not be afforded the opportunity to run multiple websites. you would need to purchase enterprise for that venture.
