Profile Picture/Avatar

I read all the posts that I can find on Profile Pics/Avatars and could not find the answer I was looking for. When a new member uploads a pic to the site all that is seen on the home/index page is a male/female shadow pic/avatar. Not the profile pic of the registered member. How do I go about getting the profile pic under the new members section?

It should show their pic.  When a member registers, are they taken to a "set avatar" page?  If you don't know, you should make a test account and test it.
