Promotional Off?

I go under Admin/Settings/Membership levels and uncheck Enable Promotional Membership.

I also go under Admin/Settings/Promotional and set all their privaliges to none.

But when a new user logs in they are still promotional and can use the website.

I want them to have to verify email before using the website which I have set already.

I would love not to have promotional at all but it wont let me delete it.

I also went under admin/moderation settings and unchecked Automatic profile activation after joining:  and Automatic profile confirmation without Confirmation Email

I have been looking at this myself, I am unable to check any of the boxes.... standard, promotional. however i am able to change what they are allowed to do . i think it has to do with facebook members, as they come in as promotional, and their email address can not be verufied because it does not send to their email. If you dont have facebook connect set up im not sure what the problem would be.
