It is entirely possible to have more than one administrator on your Dolphin web site. You can do this in either two ways: by editing the database, or downloading the Deano's Tools modification which is freely available in the Unity Marketplace. To do this via the database, use any database manager (such as phpMyAdmin) and navigate to [Database] > Profiles > and the entry with the account you would like to edit. When editing this entry, there will be a field called "Role," which you can change to "3" to set the account as an administrator. If you need any more help with this, just ask.
The news feature is only able to be controlled by those with access to the administration menu, so it is not possible for a regular member to administrate this feature without making them a full administrator. As for moderating the forum and other content, you can create a new membership level and assign them to this level. You can create a new membership level by navigating to Administration > Settings > Membership Levels and creating a new level, enabling and disabling all the permissions you would like to give or take from the level and its members. To add a member to this new level, enter the member section from the administration section and click on their name, which will bring you to a page where you can edit their account. If you need any more help with this, just ask.
I'm afraid I cannot help you with translating, as that is not my area of expertise (if I have any), so I will have to leave this for someone else to handle.
If you will not be having the option for users to purchase different membership levels, then you can just edit the standard membership level to reflect what permissions you would like the members to have as a whole. To set individual permissions, just follow what I outlined above concerning creating new membership levels.
