wehre the files CSS and HTML i suold work for to change my site to RTL ?

and which folder they are ?

HTML should be in templates/tmpl_{tmpl name} and CSS will be in templates/tmpl_{tmpl name}/css/

example:

templates/tmpl_uni/

templates/tmpl_uni/c
