Refining Video settings help

Hi all, I don't know a whole lot about video or its setting. I tried to record a video on my site the other day and it came out bad. The video was jumpy and the sound was way ahead of the video. Now I know I got a cheap web cam but it worked fine on a previous installation. Was just wondering if I could alter the video settings on the site to make it easier for everyone to use web cams no matter what they are using.  Also could this be just something on my computer laging it down or does that matter?
