Removing Actions Block on Mail Page

Hi everyone!

I am trying to either completely remove the Actions Block within the Mail section as shown in the attached photo, or if possible to remove select items from the block without affecting the Main Actions Block? 

If that makes any sense lol

Yes, the menu bar is being hidden for guests. I thought it would hide it for viewers not logged into the site.

But I get the funny feeling you are going to tell me that you logged in via Social Connect and could not see the menu bar?
