Removing Hover Greeting Action

I have removed instances of "sending a greeting" in the sys_actions in the database because I do not use these or want to showing on my site.  However when you hover your mouse over someones avatar a box pops up that gives you two buttons.  You can either click to "Send Greeting" or "Subscribe".  Since I removed the Greetings in the past the greeting text just shows the lang string instead of actual text.  How can I get rid of this instance of the greeting button?

Administration - Settings - Membership Levels - Actions Link per membership - Send Greetings  ??

Thanks Dolohin Jay but it is already disabled. Even guest can see this button.
