Is there a way to  rest the entire site without deleting members and content?

Geek Girl is an expert on this sort of thing. You should ask her how to do this.

My opinions expressed on this site, in no way represent those of Boonex or Boonex employees.

Rest the site or Reset the site?  Perhaps if you would give more details on what you want to accomplished.

Well Im having many problems with the site when I purchased a template and had it installed. There are so many problems the template caused and now I have pages that are blank. First my webhost thought that maybe the template wasn't updated to 7.2.1 and I had it installed again and downgraded my site to 7.1and still the same problem. I cant add mods like forum or chat and most of my pages are blank if you are lucky enough to get to the page at all. Most of the time it says my site is under a virus attack and alerting the site owner or it says data base error. I tried the contact the owner of the template but have been getting nowhere since I purchased the template on 9/6/2015 the keep saying they will look into it but everytime the do they make another problem after trying to fix the first problem. Now they want me to choose another template but I do not like the way it looks. I want to express myself with my site.

This is probably one issue, why would you downgrade a site because of a template; templates can be removed.  If core files are changed, you note the changes, you make backup copies, and then if you need to roll things back it is as easy as a walk in the park.

Sounds like you need to hire a developer to fix things.

Did you start with a 7.2.x site?  What do you mean by they downgraded to 7.1; exactly what did they do and that should have been 7.1.6.  Quite possible you have allowed them to mess up the database.  I might can fix things for you but you need to send a PM so we can talk about it.
