Reward to whoever gives the correct answer!

Okay, I will give a $10 reward to whoever can answer this question, because my brain is farting and can not figure it out to save my life... So here you go.  And you have to have a paypal or swreg account to collect because I'm not doing a wire transfer.

 

This resolves perfectly in FF, but will not resolve in IE7/8 so you guys give me the why and I'll pay the reward.

Note the parts in red.  specifically that little red apostrophe... Sorry, this one got won by a medical field administrator... LOL
