SWF File Upload Limit

Ok, I know I can just change this to any number I wish to upload at once and it will work within that template. What I would like to know is what controls this..

_file_upload_limit_

&

_file_upload_queue_limit_

There must be a gloabl setting somewhere that controls this. For the life of me, I can't figure it out..
