Searching for files

• where can i find the php.ini file ?
• where can i find file_uploads , post_max_size , upload_max_filesize ??
• Is there a program that makes the size of big images when uploaded to get it smaller in size
  in the Data so that it wont take too much space in Data and bandwidth? for example someone uploading a pic
  of 1MB it will compressed to 200kb or smaller in data.

and open it in ur browse then u will get answers on ur next questions:

where can i find the php.ini file - see under Loaded Configuration File option;

where can i find file_uploads , post_max_size , upload_max_filesize - same way

About compress size - not such program.
