Server IO Error! Help!

i need your help! :) am still getting Server IO error when uploading music, vids or photos using the flash uploder. i am in a slow internet connection so... i think that why its giving me that error.. the website is hosted in a dedicated server... so i still don't understand why it is giving me that error since my php.ini settings are : 

upload_max_filesize = 300M
max_execution_time = 3000
max_input_time = 6000
memory_limit = 256M

any suggestions to the solution to that problem??? could it be because am in a slow internet connction (100kb/s)
