How do I set users into operators?

Do you mean as administrators? To do this, you must edit your Dolphin database.

Using a Database client such as phpMyAdmin, navigate to your database > Profiles > and the entry of the user you wish to edit. Once editing the user's information, look for a section called "Role" and change the number from 1 to 3.

You can also assign members different membership levels, which you can configure to have different options per level (such as editing certain content). You can manage this by going to Admin > Settings > Membership Levels.
