Sorting actions by......... me :-D

Hello!

I want to sorting the actions in action-block in profil-page.
i mean i want for example, report & block not on the top! befriend should be on position 2.....  etc.

i have a idea. i can do it about database, but i dont want crash my site.
can somebody give me a little instruction how i can do this without crash my site?

i mean if i give the "be-friend-action" the ordner 2 like contact-action, than i will have maybe a problem... ?! xD
