Stop flash

I want to stop the flash on promo images.Just use one image.Any idea will appreciate.And how can you create page blocks from scratch.For example, i want to have ads block to place on homepage but the ads block is not available among the inactive block...?

Here's an idea ....

Use the search function and look for flash or flash promo or promo image. Select Dolphin 7.0 in your search too. I guarantee that you'll find an answer to this answered question.
