This Doesn't make sence, Non-member issue

I have disabled the "Make Search" on the admin>settings>membership Levels, non-members, but when I test the site as a non-member and I make a "Quick Search" I can search, or if I click on the "Member" tab, I can search...I know I can just set the tab to be viewed by members only, but I want the "Quick Search and Member" tab to appear on main page even if you're a guest, but don't want it to function. I Thought that disabling it would deney access, but it does not..How can I fix this??...Thanks..
