 Can any one please guide on how to translate the language file in dolphin 7 , step by step , specially for languages from right to lift , like hebrow , Arabic and so fourth , and after you translate the wording , how to upload it and where .

I'll get you partway. Can't comment on the RL to LR part of this, as we haven't looked at that part of this yet.
But, to create a new language in D7 correctly go to:
Administration => Settings => Language Settings:
Just follow the directions in the image below:
