Upgrade members account FOC

Hi all, is there a way to upgrade a members account free of charge to a membership level that would normally require paying?

Or, is there a way to assign members other than admin to be able to create articles and news? - I think these options are only available to admin?

You may assign membership levels, among other things, by navigating to administration, members, where you may click on the account which you would like to modify. One of the first options will be to assign a membership level. Once done, save your changes.

Only accounts with administration privileges may create articles and news items. However, you can assign the ability to delete articles to members through the permission system under membership levels.
