Upgrading 7.0.6 to 7.0.7 error: 1 Sorry, site is temporary unavailable

Hi,

I have upgraded from 7.0.6 to 7.0.7

now i am getting this error: 1 Sorry, site is temporary unavailable. Please try again later

i have followed all instructions and have cleared all caches through admin panel and manually through ftp,

i also removed license, logged out and then added new license. Still not working. :(

Can anybody please advise what to do?

did you backup prior to running the upgrade. because seems something ran amuck and you may need to restore and retry.

I never backed up :(

If I do a new install in a seperate folder how can I transfer users and content?
