Uploading Videos & Sounds as Admin ONLY

I am trying to prevent my server to become like a Jurassic Park so to speak by having the users email me their videos and sounds and I can pick & choose what can be uploaded to my server accordingly.. I am not youtube or facebook, therefore things have to be done based on the resources I have..

I am Ok with embedding Videos, but I was wondering if there is an option or a way to have ONLY the admin user upload Videos & Sounds such as mp4 or the other media type..

Just a quick point - you can set images and videos to need approval before being visible to the rest of the world - thus, not needing to have users email you their photos and videos. You can remove the Add Photo and Add Video Buttons via the database.
