Uploading avatar deactivates profile

I'm getting this message:

Please note: uploading new avatar will deactivate your profile, you will have to wait until your profile is reviewed by admin.

when someone tries to upload a new profile avatar. Never happened before. Please help!

Check in your admin panel>settings>moderation settings

make sure the  "Do not change profile status after editing profile information:" box is checked.

Edit: Automatic profile activation has to be checked as well,,,
