Very strange

Fresh box with CentOs 7. fresh download of 7.1.5. After clicking install on the index page, it redirects to the file permissions page. It is skipping the database setup and all that other stuff, plus it is saying that all the permissions are incorrect, which I know is not true. What could I be missing?

Do you mean the initial file and directory permission step, or the reversal step at the end of the install? Dolphin has always shown the initial permission step before the database settings.

For the permissions, is PHP running as an Apache module (mod_php)? If so, the permissions need to be set as outlined in the install doc: http://www.boonex.com/trac/dolphin/wiki/DetailedInstall#InstallScript-Step1-Permissions
