Video upload denied access

I don't know what's wrong, i've given my profile an all access permission and still i can't upload, does anyone have any idea? windows 7 xampp

and also i think my buddy system's not working either

most times on windows  it uses windows/temp or windows/tmp  folder so xampp dont have the permissions to write to windows folder. 

look in your php.ini folder and look for the temp folder directory and see what its using for the temp folder.

 it's in
C:\xampp\tmp
and you can write there

When it's finished with the upload then it sais that i don't have the permissions, i tried to upload a file that was 990mb and i saw that the upload size was set to 128 so i incresed the upload to 1024mb and still i can't upload, have any other ideas?

Well for me i moved away from xampp and started to use IIS7 a long time ago because i to had a hard time geting xampp to work with dolphin.

I dont know if thats an option for you or not.

 well, i've learned xampp now somewhat and i don't think that i can manage to learn something new to be honest, but how does the //s7 work? is it like apache and mysql?

You can run asp.net, php and html under iis7. maybe one day if your not busy i can give you a hand with it.
