Videos : file error not found

Hello, I encounter serious problems with the video module.
I can not play a video.
I can not use the regular mode, or registration webcam or embed youtub.
Once the video is downloaded, it tells me 00: 00 with an image of the video.
My setup is the following:

OS: Windows Server 2008
RMS on C: - service start and All is ok
- Port 1535, 1536, 5080 ok
Cron: D: \ wamp \ bin \ php \ php5.3.0 \ php.exe-f D: \ wamp \ www \ periodic \ cron.php

And every time I error file not found!

I followed all the tutorials and instructions that are given.

Are you using the Windows version of FFMPEG? The one that comes with Dolphin is for Linux. Just checking.

yes i have installed ffmpeg.exe for windows in this location

C:\RMS\ffmpeg

and

D:\wamp\www\flash\modules\global\app

Are you force-approving the video from the administration panel after uploading?
