Means your host disabled the use of the phpinfo() function.

So if you want to use it you will need to get your host to enable it.

Its not my site, someone else who has a ridiculously slow site apparently on a dedicated server...

No. It's just a tool for getting php configuration information. Only needed in the admin panal in that one section.
