When does the rejection message go out

I was just testing the profile rejection function and purposely rejected a test account.   I never received the rejection message for this, even though there is a rejection letter template.  How and when does this message go out?  I rejected a profile that had already been confirmed and active - could that have been the problem? Does this function work?
