Who Can Guide me in setting Dolphin's Membership Levels ~

I hope I have 2 Customized Membership Levels in my site, So I tried to define from my Admin 

path : Admin / Settings /  Membership Levels / Custom Levels / 

I added 2 levels below :

Fans :  Actions | Pricing | Edit

Designer or artist  : Actions | Pricing | Edit

but after I edit their Actions with toggling checkbox of each item , system competely couldn't mark my  toggled items as below default levels :

 Non-member Actions

 Standard Actions

 Promotion Actions

and I couldn't find my 2 Customized membership levels options appeared in a new comer's " Join form "

can anyone give a hand to work it out ?

I did an upgrade to 7.0.7, and all my system and custom levels do not show at all, and the links in the Membership Levels do not work.
