Why every user can change payment settings?

Hi.

Every Standard user can see all installed payment modules and can change (for himself) the payment settings by default like vendor ID and so on. Why? And how can I disable that? (payment/details/)

Am I stupid or there is absolutely no sense for that?

This is for members selling their own items. I want to disable this completely and already removed all permissions on this menu item for everybody (guest/member). But still they are able to enter the url and open this section.

Pls can somebody tell me how to deactivate it totally? I don't want this in any way on my dolphin site.

The only way i found is the page access module. Is it correct to disable it by removing permission on page "Payment Settings" and "Order Administration" ??? Or is this not the correct way and raise problems in some other parts?

is there no membership level settings for store module?

 I have no store module installed, its there by default. For now i removed permissions with the help of the page access module. Looks like its the only and maybe correct way to stop members accessing this section.
