when i click on pageBuilders..i'm not seeing anything under home page active blocks, inactive blocks or samples.

Infact in all pages thats showing as blank white. Is that a problem with internet explorer? somehow i clicked in the blank page and got the rss feed pop up and i could change it luckily. but for other stuff not sure how to do that..

I didnt find the 'Join Form'. hwere is it located and how we can add the fields?

Also, my shoutbox is empty...its nothin showing there except the heading 'shout box'...hwo do i get that enabled?

Admin Panel > Pages Builder > Fields Builder, then select "join form". To create a new 'heading' use "new block" and to create a new item under an existing heading, choose "new_item." Not sure about the shoutbox but it may have to do with the RMS not being enabled and setup. That info is in: Admin Panel > Plugins > Ray Suite > Settings. There you must add what is requested which is provided by your hosting company.
