allow only admin to add categories

Hi everyones, there was a free mod posted by "I can't remember who" that remove the option for members to add categories and allow only administrators to add categories to blogs, polls, events, ...

If someone remember the name of it or if someone know how to do it, that would be nice to tell me please.
