cURL

Recently setup Apache 2.4 on a windows box. Not using XAMPP or anything like that. Did everything manually. So far, all seems to be working properly except for cURL. The first time I did the setup, everything was fine including cURL, but I had to wipe my computer because of kids downloading things. Now, after following the exact same steps I did the first time, cURL is not working. I have attached screenshots showing my host tools, the php ext directory and the php.ini file. I am using Dolphin 7.1.5. Any assistance would be greatly appreciated.

Thanks in advance

Edit - I already took care of the openssl error from the host tools screenshot

I assume you have already tried restarting Apache.

bool extension_loaded ( string $name )

Finds out whether the extension is loaded.

issue this on the CLI  php -m

The extension could be loaded but Dolphin Host Tools can not see that; so you might could just ignore the report.

In Host Tools, what do you see if you click on PHP Info?
