cannot get into admin cp on dolphin 7

cannot get into admin cp on dolphin 7 after install i logged in then it asked me for my license  i enterd it  and it said please wait   then returned  admin log in  so put user name in and pass word and  it just keep retuning  back  admin login screen  like it stuck in a loop   if enter a incorrect password and user name  it tell the user name and password     but with the correct user name and password it  just keeps saying please wait  then it  return back to the admin log in screen  can any one please shed any light on this and why it cuasing the problem and thank you in advance

Is this a new install? If so, i need to ask, what version of PHP is installed on the server? Because it sounds like the cookie is not being set. D7 uses extra perms on the setcookie function that requires php 5.2 or higher.

yea brand new install    im use the followin phpPgAdmin 4.2.2 (PHP 5.2.6)  do i need to alter some perm and  thanks for any help and reply
