comment box failure

when users try to respond to a comment many times a message comes back that the user needs to enter more letters.  However the amount of letters the user enters is more than enough.  I am running D 7.1.2.  How cn I fix this?

I think that is a bug.  I actually commented once about why the three character limit when saying "Hi" to someone was perfectly valid.

Do you know if there is a fix for it or do you think if I upgraded to 7.1.4 that will fix it?
