confirmation email

I have 2 problems:

1. when a member first register it doesn't require them to verify there email. I uncheck and checked everything that is suppose to be checked. and it still does the same thing. I've cleared cache.

2.email confirmation isn't being sent out. I have checked cron jobs. can someone help me who had this issue and corrected it without rerouting your email.
