How do you create a user from the administration side of Dolphin 7?

You cannot create a new member from the admin panel.

This was a feature in D6 but is no longer a feature as an admin is treated just like a normal member all but with all privelages on the site.  If you wanted to make another member an admin on the site I would suggest using Deanos mod that is found in the market.  Called Deanos Tools

Actually, Dolphin 6.1 and previous also lacked such a feature. Because the administrator account in older releases of Dolphin were not treated as actual member accounts, and instead as a guest, they could access the join form and register a new account. BoonEx realized this and added a link to the administration panel for adding new accounts, which simply brought you to the join page.

You can recreate this in Dolphin 7 by allowing members to view the join form, along with adding a new link to the administration menu under the members section.
