cron jobs errors.......help.

All 3 of my cron jobs are coming back with this error message.  How can I correct this?  The path is right.  Is it a permission issue?  If so, which folders should have which permission level?  I recently switch over to a new hosting provider, and this started after the switch.  Please help.  Thanks.
