dolphin 8 guideline

I still dont know about d8 guideline.

Dolphin 7 reached pretty stable version now with many bugs fiexd. Wiill be that fixes transferred to d8 or d8 will be release lioke a crippled version of d7 with minimum features which will be added later ?

We commit all changes made in D7 into D8 too, if it is applicable.
