error after uploading to vps

HI everyone, I have a problem. After uploading to vps at the top of the screen appears an error (Warning: curl_setopt() [function.curl-setopt]: CURLOPT_FOLLOWLOCATION cannot be activated when in safe_mode or an open_basedir is set in /var/www/stinger/data/www/cougarcity.ru/inc/utils.inc.php on line 1046). it appears only once per page, after refreshing it dissapears on current page, but after cleaning cache and public cache via ftp appears again. what can it be? and what for this line is? i'll attach my utils.inc.php.

check that your safe mode is not on. This is the most common reason for this error.

safe mode of what? server or php? and where i can check it?

go to admin panel - tools - host tools - phpinfo

tech support says that safe mode is already off. what else can it be?
