i have problem with play sound and vedio

i have problem with play sound and vedio in dolphin i can upload the file .but when it's finish upload . i cannot play it. and Shows the time 00:00.  here an example http://www.3arab-net.com/m/sounds/view/Hero

The Flash application doesn't seem to load, and upon further investigation, none do. Try changing your directory permissions to 755 and your file permissions to 644, as some servers do not allow the permission settings outlined in the Dolphin installation document.

Also, make sure you have the necessary configurations for PHP, such as allow_url_fopen being enabled.

my  directory permissions  755 and my files permissions is 644 .and i try  the 777 permissions to all..and this Still the same problem . and in the php.ini file the allow_url_fopen is on.
