I believe a custom text in HTML BLock should be done on the page that you wan to set up by navigation to these menu and doint the following.
Builders / Pages Blocks / Page Builder > Drop Down Menu Select your page and place the HTML Block from tehe samples and move it to the column on the page you want it one and write your HTML code in the box by click on it.
