logging in as a member

Am sure I have logged in for a member to make some adjustments to the account by request.

I can not see how to do that..

Deanos Tools allows for this. Under the Module > Site Administrators, you can login as a member.

Should not her picture show as on her little pict as well.

Depends on how you have the site site up, if you are using avatars and the person has not set an avatar or your settings in the admin for this is incorrect.
