manage language?

I recently upgraded to D7 final, now when I try to edit the lang files I get this error when searching

Warning: Invalid argument supplied for foreach() in /home/bykesp1/public_html/test/7/administration/lang_file.php on line 153

Warning: Cannot modify header information - headers already sent by (output started at /home/bykesp1/public_html/test/7/administration/lang_file.php:153) in /home/bykesp1/public_html/test/7/inc/admin_design.inc.php on line 56

I am looking to change Welcome to the community, or even the copyright

but this is all i get on the top of the page

any advice?

I have no problems with languages.
I can search and translate with no problems thru admin section.

Well to many people are having problems, so there must have been something that happend during one of the rc updates.

Did you do a clean install of the final.

Did you upgrade through all of the rc's

Something has to be different somewhere.

Just tell me why it is not possible for the latest stable version of Dolphin 7 to simple translate the lang-en.php file and import it as a lang-xx.file. It should be as simple as that.
So there has to be work to do. I also get the warnings earlier mentioned.
